A Prefeitura Municipal de Cotriguaçu–MT, por intermédio de suas Secretarias, concluiu o levantamento e a consolidação das demandas de contratações previstas para o exercício de 2026, materializadas no Plano de Contratações Anual – PCA.
O PCA constitui instrumento de governança e gestão que consolida as demandas que o órgão ou entidade pretende contratar no exercício subsequente ao de sua elaboração. Trata-se de documento obrigatório, cuja finalidade é a maximização dos resultados institucionais e a promoção do uso racional dos recursos públicos.
Sua elaboração permite o adequado alinhamento entre as despesas previstas no Plano Anual de Contratações e as disponibilidades orçamentárias, observados os limites estabelecidos por Ação Orçamentária, Fonte de Recurso e Subelemento de Despesa, em consonância com o planejamento estratégico do Município.
Para a elaboração do PCA 2026, realizou-se o levantamento das demandas comuns das Secretarias Municipais, tendo como base os quantitativos estimados de materiais e serviços contratados em exercícios anteriores. Quanto às demandas específicas, estas foram levantadas diretamente junto às Secretarias demandantes, tais como Saúde, Assistência Social e demais órgãos, considerando suas particularidades, necessidades próprias e peculiaridades operacionais.
OBJETIVOS
O Plano de Contratações Anual tem como objetivos principais:
Aperfeiçoar a gestão interna das compras públicas, por meio da previsibilidade das demandas, visando à eficiência dos estoques dos almoxarifados, à redução de desperdícios e à promoção da economicidade e racionalização dos gastos públicos;
Ampliar a transparência da gestão, com a divulgação das estimativas de aquisições de todas as unidades compradoras no Portal da Transparência do Município;
Fortalecer a cultura do planejamento das necessidades de suprimento de materiais e serviços no âmbito das Secretarias e Órgãos da Administração Municipal;
Propor alternativas de atuação, bem como modelos de aquisições e contratações, com vistas à redução do número de processos licitatórios e ao aumento da eficiência administrativa.
EXECUÇÃO DAS CONTRATAÇÕES INSERIDAS NO PLANO
Para a adequada organização do calendário de compras, as unidades requisitantes deverão observar o período do exercício financeiro estabelecido pela Lei Municipal nº LEI Nº 1.381 (Lei Orçamentária Anual – LOA 2026), publicada anualmente pela Secretaria Municipal de Fazenda.
Deverão, ainda, ser considerados os prazos médios necessários para a tramitação dos processos administrativos, bem como os prazos para entrega dos materiais ou execução dos serviços, conforme a natureza e a complexidade de cada contratação, assegurando o atendimento tempestivo das necessidades da Administração Pública.

CONSIDERAÇÕES FINAIS
O presente Plano de Contratação Anual consolida informações sobre os itens (materiais, serviços, obras de engenharia) no âmbito do município de Cotriguaçu/MT. A elaboração e publicação deste Plano de Contratação Anual proporciona maior transparência nos processos de contratação do município, permitindo às empresas anteciparem as demandas e, com isso, se prepararem para fornecer ao município de Cotriguaçu.
Além disso, o plano possibilita que a administração pública incremente o planejamento, prevendo a quantidade e a frequência do que será consumido. Assim, os órgãos terão a oportunidade de comprar melhor e com a constância ideal, minimizando os problemas de estoque. Tal instrumento terá o condão de antecipar as demandas, consolidar volumes e reduzir o número de processos de compras, gerando economia para o Município. Isso permitirá, ainda, evitar o desabastecimento, garantindo a prestação de serviços dos órgãos do Executivo e reduzindo as compras emergenciais.
De tal forma, cabe ao contratado/fornecedor acompanhar as publicações e manter a regularidade fiscal da empresa em dia. O plano poderá ser acessado por meio da rede mundial de computadores, a internet, no endereço eletrônico: www.cotriguacu.mt.gov.br/ , com acesso público a toda a sociedade.
Por fim, este Plano de Contratação Anual está sujeito a adequações e alterações, prevendo a inclusão de objetos ou, caso seja necessário e após avaliações, a possível contenção de gastos. Este Plano de Contratação Anual entrará em vigor na data de sua publicação, revogadas as disposições em contrário, em especial ao Plano de Contratação Anual anterior.
